House Finance passes two originating bills Friday relating to Coal Severance Tax and Coal Rebate Tax
The first originating bill put through House Finance yesterday morning reduced the severance tax on thermal or steam coal from 5% to 3% overall. Many delegates were concerned with the impact on counties. More

The long awaited “Coal Bill” originated yesterday in Senate EIM. “Coal bill” is the colloquialism for the bill, usually originated in committee and pushed straight to the floor, that is written by the West Virginia Coal Association and encompasses all of their legislative goals for the year. More

New tax credit recycles old tax credits; results still bad for WV
WV SB 52 would "entitle natural resource producers to economic opportunity tax credit.” That sounds innocent and technical enough, but what this bill would actually do is slice the severance tax and corporate taxes on natural gas and coal companies by around 80%. More

Legislative Wrap-Up
On the 10th day of the legislative session, I remember thinking, “wow, this is going to be a long sixty days.” But, as with anything, time flies when you’re having fun. Today is the last day of the 2nd session of the 83rd West Virginia Legislature, or “sine die.” The environmental bills we’ve been watching have either passed or died and all that’s left is to wait for the crack of the gavel at midnight. More

This bill, which relates “generally to coal mining” originated on Monday, Feb. 19 in the Senate Energy, Industry and Mining committee, was sent straight to the floor and was on third reading by Thursdat. The bill deals with surface mining applications. More

This week I decided to take a look at the Coal and Oil and Gas severance tax from two different Coal Field elected officials, Delegate Rupie Phillips D-Logan and Senator Art Kirkendoll D- Logan.
