ALERT! Tell Legislators Not to Cut the Budget for WV DEP Oil and Gas Well Inspectors
The staffing level of the DEP Office of Oil and Gas was cut from 40 to 25 positions last year due to a budget deficit. There is now only 1 oil and gas inspector for every 7000 oil or gas wells and their associated tanks in West Virginia. On top of that, the House of Delegates passed, and the Senate is considering, H.B. 2598 that will drop inspection of 800 oil and gas well tanks by the Division of Water and Waste Management. More

The environmental bills we are watching had little activity this week. The Water Quality Standards Rule, HB 2382, was quickly thrown onto the Senate Judiciary Committee agenda for Tuesday earlier this week, but was pulled off the agenda due to time constraints. This bill is now on the Judiciary Committee agenda for Monday, March 22 at 3 pm. More

We just concluded week 6 at the legislature and not many bills we are watching moved this week. However, as we are well into the session, some important deadlines are coming up. Tuesday, March 16, is the last day for bills to be introduced in the House and March 22 is the last day for bills to be introduced in the Senate. March 28 is the last day for bills to be reported out of committees and March 31 is crossover day. More

Urgent: Action Needed to Oppose Oil & Gas Storage Tank Deregulation Bill – Hearing on 2/26, 8AM
A dangerous bill that exempts oil and gas tanks from the Aboveground Storage Tank Act is making its way through the House of Delegates. A coalition of advocates, including WV Rivers, requested a public hearing to provide citizens the opportunity to make comments on the bill for the official record. House leadership has rejected our request. More

Remember the Freedom Industries disaster? The bill to exempt oil and gas tanks is back (AKA The Aboveground Storage Tank Act) and is on the House Energy Committee's agenda for this Tuesday, February 23. This year's bill, HB 2598, is similar to last year's rollback attempt - which you defeated! It would exempt certain oil and gas tanks that are closest to our public drinking water intakes. If this bill passes, over 1,000 tanks in 27 counties would become unregulated. View fact sheets from West Virginia Rivers Coalition to learn more. More

On January 9, 2014, a chemical (crude-MCHM) leaked into the Elk River, the sole drinking water source for Charleston and the surrounding area. Approximately 300,000 people were ordered to stop bathing in, cleaning with, or drinking the water coming out of their taps. Many became ill and visited emergency rooms. More

A Win! 4079 dies in House Committee
Early on in the session, we had concerns about HB 4079 - a bill that deregulated above ground storage tanks in Zones of Critical Concern (ZCC). ZCCs are areas directly upstream from public drinking water intakes in which a released contaminant will reach the intake within five hours. Exempting tanks in ZCCs from regulation would have put us in more danger because there is the added concern of not having enough time to respond if the tank fails. More
