Legislative Updates WVEC February 15, 2025
GREEN, Volume 35 Issue 1
The 2025 legislative session began on February 12, and our lobby team wasted no time getting to work. Veteran lobbyists Lucia Valentine and Kasey Russell attended the State of the State address and have spent the first few days meeting with lawmakers and stakeholders to advance our legislative priorities. This year, we’re focused on protecting community air monitoring, upholding water quality standards, safeguarding public lands, and addressing abandoned gas wells. More

WVEC Response to 2025 WV State of the State Address
Governor Morrisey’s State of the State address outlined his priorities, with an outcome focused on ensuring that West Virginians, particularly young West Virginians, no longer feel like they have to leave the state to find opportunity. However, the Governor’s plan to expand fossil fuel-based energy and “maximize” our state’s “water-rich resources” wholeheartedly ignores that many communities in West Virginia do not have access to clean air or clean water. More

Hi, I’m Kasey Russell, your new WVEC lobbyist! I am very excited to represent our partner groups and members at the State Capitol at monthly intermins and the regular session. I’m originally from Atlanta, GA, and attended forestry school at the University of Georgia in Athens. I moved to Morgantown in 1996 (my first husband went to West Virginia University's law school) and then to Charleston in 1999. I fell in love with the state and happily raised two kids (now 25 and 22) in Charleston. More

In West Virginia, significant initiatives are in place to inspire and empower young people to register to vote and actively participate in the democratic process. The Jennings Randolph Award, named after the late U.S. Senator from Harrison County, West Virginia, and the Honorary Secretary of State (HSOS) program are not just beacons of hope, but transformative forces for high schools. The programs celebrate those who go above and beyond in promoting youth voter registration, inspiring others to follow suit. More

Any legislator, lobbyist, or press member who spent the past two months at the Capitol can affirm that the 2024 session was anything but ordinary. One lawmaker told us it was the worst session they’d seen in over a decade. It’s not surprising, then, that while we hoped to get several proactive bills like the Orphaned Well Prevention Act and Community Solar passed, most of our efforts went toward defeating harmful bills instead. More
