This week at the legislature was a busy one! As we approach the LAST week of session, the pressure is on to get bills that crossed over out of committee considered on the floor. Halfway through the session, we changed our format from a weekly round-up to a breakdown of bills that are still alive that we are working on getting passed and those we are trying to defeat, along with steps you can take. More

West Virginia has a long way to go to restore the viability of abandoned mine lands which is important to improve water quality, revitalize landscapes, and create jobs and economic development in coal communities. In March 2022, the legislature passed SB1, a bill that creates a mining mutual insurance company to provide bonds to failing coal companies that can not get insured through the private sector. The Legislature allocated $50 million in taxpayer dollars for seed money for the new insurance company. Please plan to attend Monday's public hearing on Senate Bill 1 at 6PM in the House Chamber. SB 1 has passed the Senate and is now awaiting consideration for passage by the House. If passed, the bill would require a transfer of $50 million from the WV Department of Environmental Protection's budget to create a new fund called Department of Environmental Protection Mining Mutual Insurance Company Fund. Call on WV Senate Confirmations Committee to Fully Vet Industry Appointees to Our Regulatory Agencies
In August, Governor Justice appointed the former and current heads of the Coal Association to prominent positions: to the Public Service Commission (PSC) and Public Energy Authority (PEA). The PSC regulates how our electric utilities work, among other things, and the PEA is a formerly-defunct body that has the power to use public money to buy energy infrastructure, including power plants.
