Hanging in the balance is Senator Joe Manchin’s opposition to the Clean Electricity Performance Program, which will pay electric utility companies for adopting clean energy sources and penalize ones that don’t adopt clean energy by at least 4 percent a year. It is designed to get the nation to 80 percent clean electricity by 2030.
